This article builds a multi-phase business case for incorporating Community Benefits Agreements (CBAs) into publicly funded Canadian infrastructure projects to counter local negative impacts like gentrification and displacement. By examining strategic, economic, financial, and operational frameworks, the research demonstrates how these legally binding contracts drive inclusive economic growth through targeted hiring of equity-deserving groups, localized procurement, and career training. Ultimately, the piece provides actionable recommendations for developers and governments, advocating for transparent data tracking, comprehensive wraparound workforce supports, and community engagement to align massive infrastructure investments with long-term regional social value.
