The purpose of the discussion paper is to provide context for skills-based volunteering by exploring the evolution of volunteerism and models of volunteer engagement. The objectives are: 1. To provide a framework for discussion about the policy and practical implications of skills-based volunteer engagement 2. To serve as a springboard for the development of programs, tools, resources, and policies that support organizations in skills-based volunteer engagement.
