This document contains a description of the context, the four principles of action, the six strategic objectives. It describes the partnerships with their key actors, the coordination of resources, as well as the follow-up and evaluation of the implementation of the strategy. Finally, it gives an explanation and a scheme of the six objectives and axis of intervention.
